I disagree, the balloon seems out of place. The balloon looks like a lollipop - it is too vibrant in such bleak surroundings and does not fit.

I'm aware of the balloon being the focal point, but if the focus is out of place then the image loses all unification for me. The balloon can still be the focal point without being awkward in the picture.

I think it's well put together, having everything else so bleak contrasts perfectly with the balloon.

I agree, I don't think it's... blended completely. You can have a well blended focal, it doesn't have to stand out so aggressively.
