You should always read things before you send money to anyone:

If you're the one who sent in the $2.00, I'll refund it if you want to send in the correct amount to be legible for VIP.

I am trying to find out how to donate again.. do I have to have the first donation refunded first? I click donations and it just shows me my existing $2.00 one.

Yes, I will. I just set your old one as "Expired" you should be able to donate for VIP now.
