I Have Recently Downloaded The XNeon Theme from PHPNuke and when i try to look at the index.html to view the design it says restricted i am not authorised to use this why would that be.. anyone know?

Folder Permissions of wherever you put the file?

its on my desktop and i have no restrictions on any of my files why would it do that?
