Well I finally found a legal loop hole for me to use so I can get my driver's license and birth certificate back. Both states Utah and North Dakota have a legal 30 expired certification/license laws that conflict with the new laws that are supposed to help with identity theft. I am using that to get my birth certificate. I just sent out a letter to the state of North Dakota requesting the release of my birth certificate using the expired certification/license law. Wish me luck!
