Changing Desktop Look

Ok if you go to your desktop and right click on the screen this menu appears. Now go to settings and you get some limited options to customize your desktop. The other day someone posted a pick and their destktop look differend like a shiny black. It was awsome! Does anyone know what im talking about? Ill post a screen shot if anyone doesnt get it soon.
